Yes it is a real Judge. Here is some additional information:
1969 GTO Judge (REAL, not tribute)
For Sale: REAL, 1969 GTO Judge (documented by PHS, data to go with purchase). I have been the owner of this 1969 GTO Judge for nearly 30 years. This vehicle is in good driving condition, and wouldn't take much work to make it "show" quality. Vin # 242379B157779. This is your chance to own and drive a valuable, highly sought after muscle car; only 6,725 of these care were manufactured in 1969.
Mechanics: The original motor (RAM AIR III) and transmission (4-Speed Manual) were removed back in the early 80's before I purchased it. ThePontiac motor was replaced with a big block Chevrolet "396" with a four speed manual transmission. In the late 80's I had the motor professionally rebuilt to make it a turn key ready to drive - "As Is Muscle Car". The transmission was just overhauled in the spring of 2013. Everything worked fine except it would come out of second gear when you let off the gas.
Body: Orange (Carousel Red) paint code 72. Had a complete body off paint job and undercoating done back in the late 80's. Some imperfections but still looks good for an old project car!
Interior: Black original with new front seat skins. Radio is after-market classic 80's Alpine system with cassette player and trunk amp
